Rome isn't a port city, to reach it from the sea requires navigating about 15 miles up the Tiber river. A pirate wouldn't be able to get to the city without meeting organized defenses by the time it got there.

Because Rome was on the peninsula of Italy it was more susceptible to pirate attacks. Many Roman ships where pirated and the crew were sold as slaves.
