If Russia entered the Vietnam War, then Ho Chi Minh had wasted his time fighting France, and was wasting his time fighting America...because then he'd have a whole new colonizer right in his back yard. He'd have to fight the new "French" (Russia) all over again. So rather than keep repeating mistakes, Ho Chi Minh didn't allow any foreign countries to reside in North Vietnam...some technicians and diplomats yes, some specialized personnel yes, special quests, yes, but that was about it.
MiG jet pilot training took place in both the USSR and Red China, it lasted approximately 2 years for each NVAF pilot trainee. NVAF trainees had to learn to speak Russian before attending flight school.
Russia (USSR) supplied the North Viets with T54 medium gun tanks and PT76 amphibious light tanks, tons of artillery, SAMS, radar, and MiG17s initially, then later only MiG21 jets. Red China (called Chicom in the US Military-Chinese Communist) suppled MiG19 jet fighters. Russia supplied the North Viets because they were fellow communists, and Russia wanted them to be able to resist the "Yankee Imperialists" (Americans); so they armed them accordingly.
There was a bonus reward for doing all of this. The Soviets/Red Chinese finally had the opportunity to TEST their weapon systems against the latest in US technology. SAMs vs B52 bombers; MiG21s vs F4 Phantoms; UAVs (Ryan Firebees) against radar controlled AAA. UAVs vs MiG17s, Sagger missiles vs M48 Patton medium gun tanks.
