Mexico did until the u.s bought the state in 1820. It should be noted that Mexico had Texas for less than 15 years. Texas was an independent country recognized by many European countries and with with embassies in France, England, as well as the U.S. The U.S. did not purchase Texas. Texas joined the union after voting. Before the civil war, many leaders of the state felt it was a bad idea to split from the U.S. and join the south since they had few, if any, problems with the Northern states. Slavery, though not illegal, was not as widespread as it was in other states. They only seceded after a close vote because of the large numbers of southern families that immigrated to Texas, and loyalty to their southern neighbors. Sam Houston stepped down from office over it.

The New State Constitution was successful during Reconstruction. It made the southern states write new laws that outlawed slavery. former slaves feared less of the southern states.
