He resigned as Assistant Secretary of the Navy to fight in the Spanish-American War. The reasons are complicated, but may be reasonably simplified as a quest for glory (for himself, and for himself in the public eye), and as an honorable duty for him. All his life, he had pushed himself to overcome physical weakness as a child, and had done everything short of military combat. The experience worked out well for him as he got the fame and popularity that propelled much of his political career thereafter.

Theodore Roosevelt resigned his post as Assistant Secretary of the Navy in order to further his political career. He realized that by occupying a prominent role in the war with Spain, that would put his name in people's minds as a US President.
