Chester A Arthur was the Quartermaster General of the State of New York and held the rank of Brigadier General United States Volunteers during the Civil War. Although he did not see action he was instrumental in supplying a large number of Union Troops during the Rebellion.

Many WWII discharge papers of individual servicemen refer to GO 33 WD 45, or "General Order number 33 of the War Department issued in 1945". This General Order created the Victory Medal and issued it to all soldiers currently in the army. (In each new year general Orders from the War Department started over at Number 1). Your question does not specify the year of the general Orders you are inquiring about, but the GO 33 WD 45 is often seen. I believe General Order 40 of the War Department in 1945 defined the Ardennes Campaign ("Battle of the Bulge") and is usually referenced on discharge papers to indicate a soldier was credited with participation in that campaign. This would entitle him to one little bronze "campaign star" to wear on the ribbon of his EAME - that's Europe-Africa-Middle East campaign medal.

General Butler wasn't a professional soldier, instead, he was a politician appointed to that rank and was in charge of the Occupation of New Orleans. He ruled with a heavy hand and gross incompetence. Before his removal he had become known as "Beast Butler". He had one man executed for tearing down an American Flag, and in his General Order Number 28 he ordered that any woman treating a Union soldier with disrespect would be treated as a prostitute.
He was a Union Major General whose appointment was made because of political rather then military or combat experience. Known as Beast Butler or Spoons for his nasty habit of stealing the silverware of Southern Plantations he was a controversial and often despised Army Officer. As a former Member of the US House of Representatives from Massachusetts he had the political clout to gain choice assignments and became the commander of New Orleans. His infamous General Order Number 28 mandated that if any woman showed contempt for, or insulted an officer or soldier of the Union Army, she should be treated as a common prostitute. He was to become the Governor of Massachusetts when the Civil War ended.
