Penn was a Quaker and they followed a philosophy of non violence. He was an active Quaker and spent time in English jails because of his religion. When his father died the King owed a debt to his father and to satisfy it he gave a colonial land grant to Penn. Penn and his fellow Quakers left England for the land given him. This became Pennsylvania.
