Eisenhower's military advisors from the '50's were reporting excessive communist infiltration in the South (South Vietnam). By the time of Kennedy's administration, the communist infiltration was getting out of hand. Kennedy wanted to combat that infiltration with "Special Units"...referred to as "Special Forces", thus they were formerly established; as the Green Berets and the Navy's SEALS. Kennedy sent them to South Vietnam. The SEALS and Special Forces men (Green Berets) reported communist escalation was even worse than previously reported...and US Regular Combat troops might be needed to stem the tide (of communist forces). Then Kennedy was assassinated. Johnson took over, and the in house fighting (political) between "Special Military Forces" of the SEALS and SF (Special Forces) verses the Regular conventional military forces escalated, in which the conventional military won. Johnson, under advisement from his Generals, with his Gulf of Tonkin resolution, turned the war from (Kennedy's) "Special Anti-Guerrilla War" into a conventional military war (limited to conventional non-atomic weapons). The full military might of the United States (minus nukes) was then thrown at North Vietnam.

They were fighting long before '64...they started in the mid 50's. Communist North V. wanted to take over the Republic of South Vietnam (which they ultimately did).
