You are referring to Lee's surrender at Appomattox Courthouse, Virginia. The Union troops were cheering as Lee left. General Grant stopped them. He was very embarrassed. General Lee was riding off, as heartbroken as a man could be. General Grant told his men that the Southerners "are our countrymen again."
This was not actually the end of the Civil War, but it was close enough!
