President Richard Nixon attempted to control the release of the so-called Pentagon Papers by referring the matter over to the Subversive Activities Control Board. This board classified these documents as Top Secret. As such, newspapers that were publishing them in a serialized form were according to the US government, endangering the nation's security. Daniel Ellsberg ws identified as the "leaker" and called by the Control Board an "Abomination", and the culprit behind the leaks.
The USSR (Russia, Soviet Union) was communist. England and the United States were democratic republics and monarchies. Stalin of the USSR kept the nations he took from Germany. The Democracies were furious with him doing that. Stalin's failure to release the Eastern European nations sparked the Cold War of the next forty years. The French had to feel their way back to being a democracy with a strong leader. They had been leaderless when Hitler had invaded their nation. England had colonized many nations and eventually gave many of them up after the War. Australia was able to become their own nation after the war. During the War they were still a satellite nation of England. They became their own democracy. They tried to help the Germans recover and supply food for them too. The US helped the ravished nations of Europe. They developed the Marshall Plan to assist the European nations. The US did a lot of work during the years of the occupation and carried out the Berlin Airlift for several years so the Germans there would not starve.
The ever developing presidential claim to control the flow of information, and deny Congress and the public of official actions, was given a boast by President John Tyler. In 1843, Congress asked for Army reports on the Cherokee land frauds. Tyler denied Congress its request. He used the occasion to add a new category to the list of presidential discretion. That being the ability to not release any information on ongoing investigations.
In 1809 the Netherlands faced off the British Empire in a bid to have her release her strangehold of dominance in the Americas. The upshot of the Netherlands being the defeated party spelled reparations: mainly relinguishing New Netherlands to the British; which immediately became renamed to New York.
