Although these czars wanted to import western industrialization, they hoped to block the ideals of the French Revolution.
Their government simply favored wealthy people over simple workers or peasants.
I think Russians were anxious about the radical change because it could have been good or it could have computed the government worse, but either way it would change life as they knew it.
