Because in Italy and Flanders we find the combination of two factors. The first one was the presence of ports placed in strategic positions for trade and commerce, and the second was the absence of a strong unifying power that left to these cities a relative autonomy and freedom. In the case of Italy Venice and Genoa were independent republics (see maritime republics), while Flanders were composed by many provinces. In that situation merchants had that kind of negative freedom that is fundamental for the development of free market. Differently people under strong kingdoms suffered centralization of power and needed more time to develop good conditions for relatively free trade. Those free cities developed a new market system in which they appeared new activities such as banking. Thanks to this activity, the city of Florence, during the end of 15th century was richer than the whole Kingdom of England.
