Since it's a kitten, you probably have to teach him how and what to do. Once he know he's supposed to do his business in there, he will remember. It's strange, though, because cats have an instinct to go in dirt-like, soil-like material, a.k.a. the litter box. He could be nervous about something which would make him go in other places.
If you have had any other cats that peed outside of their litter box, your cat may be marking its territory. If not, your cat may have a urinary track infection. If it was my cat, I would take it to the vet to get it checked out.

well when u found the cats pee u take the cat and make sure you show him it is wrong give her a slap on the bottom but not to hard then take her to her litter box and make sure u clean her litter box cats r strict about where they go!
If the kitten has a mother the mother will help the kitten naturally, if not you might have to take a warm cloth and wipe the kitten's bum. That's how mother cats get them to go, the lick their bums

Like in humans, a small tube called a urethra comes from the bladder to the outside. In males the urethra comes out in the middle of their penis. Both male and female cats "squat" to urinate.
Like most female animals (some cases like male animals) they squat to pee.
They want to cover up their buisness. They do not want people to know they have done a pee/poop and try to cover it up. Howver indoor cats owners always dig it up :)
Actually they would start using the litter box even before that. When the mother cat uses the litter box in front of the kitten, the kitten becomes curious and wants to try what its mother is doing. Kittens would usually climb into the litter box and smell around and then use it. No, actually you have to show the kitten where the litter box is. In some cases, if you see him or her pee, go up to her, say NO, and then pick her up and take her to the litter box and show him or her THIS is where to "go".
Some cats take while to adapt to a litterbox. Some may never adapt. You just have to keep training it.
