This is both an internet myth, and something that has been spread by certain evangelical preachers who dislike the president and want to blame him for the evils in society, including bad weather. There were hurricanes, typhoons, earthquakes, and snowstorms during the presidency of George W. Bush, but you did not hear anyone blaming him for bad weather.
The truth is that no matter who is president, weather can sometimes be extreme; in a time of global climate change, especially during the past several decades, strange weather has been reported in various parts of the world, in addition to various parts of the US. But since these events occurred when Reagan, Bush Senior, Clinton, and George W. Bush were in office, it is difficult to make the case that somehow they are tied to Barack Obama. In fact, there is no correlation at all between natural disasters and the presidency of Mr. Obama.
