The National Government alone has the right to the following: to print money (bills and coins), declare war on other countries, establish an army and navy, enter into treaties with foreign governments, regulate trade between states and international trade, establish post offices and issue the price of postage, and make laws seen as necessary to enforce the Constitution. 1) Expressed Powers : delegated powers of the National government that are spelled out, expressly, in the constitution, also called enumerated powers. 2) Implied Powers : delegated powers of the national government that are suggested by the expressed powers; those "necessary and proper" to carry out expressed powers. 3) Inherent powers: powers delegated to the national government because it is the government of a sovereign state within the world community.

The Necessary and Proper Clause of the United States Constitution is where the implied powers of the national government are inferred from. It states that Congress has the authority to make all necessary and proper laws to carry out its powers, and has served as a basis for many national programs and policies.

Examples of the use of federalism to limit power is in politics and government. In our government there are three branches or parts. Each of the branches have a purpose, but can check and balance each other's powers. These examples are the use of federalism to limit power.
The system of federalism balances the power of states and the national government because it gives greater powers to the national government so that our nation did not turn out as a confederacy but it also keeps certain reserved powers for the states that can be denied or taken away by the national government. Not to mention the fact that our states are involved in national politics as well as their own and thereby or national government cannot make all the decisions for the country and the states without our (the people) approval.
The U.S. Constitution oversees the distribution of shared power between the national government and state governments. Each of the 50 states can make its own internal laws under an independent constitution, as long as these are compliant with the national constitution. Exclusive powers are powers that are reserved either by the national government or by the state government, but are not shared between both.
