Although Korea was the first jet to jet war, Vietnam was the first all out jet war, both strategically and tactically. The US (and everybody else) was new to this type of warfare: SAMs, Radar Controlled AAA, Super-sonic jets, air to air missiles, radar guided missiles, etc. etc. So, it took some getting used to; consequently lots of jet losses and pilot losses.
Stategically speaking, US airpower was heavily restricted, due to the "Cold War" threat. Conducting all out bombing of a foreign nation without a formal declaration of war, and one so near a super power enemy (Red China) and allied to another super power enemy (USSR), out of necessity resulted in "some methods of rules of engagements." Another words, the Vietnam War had to be RESTRICTED to Vietnam...and not allowed to spread worldwide.
Those two above reasons resulted in poor effectiveness of Rolling Thunder. By the Linebacker Operations, US airmen KNEW how to fight hi-tech jet warfare, and applied those learned lessons under the command of a US president who managed to wage "maximum effort" bombing over North Vietnam without risking nuclear war with the communist super-powers (he planned ahead, and negotiated with both Red China/USSR prior to launching his air campaigns).
