A:

Until the time of Emperor Constantine and for some decades after, popes had no choice in allowing pagans to worship. However, once Christianity achieved dominance in the Roman Empire, pagan culture was certainly not permitted in any area the popes influenced. Public worship of the pagan gods was made illegal in 391 CE, and the death penalty applied for even looking at a statue of a pagan god that had been smashed by the Christian mobs. Popes treated any religion other than the Catholic faith as a great evil, and applied harsh punishments on any person suspected of wrong views. Eventually even Christians who disagreed with papal teachings were treated as heretics and burnt at the stake if they refused to recant.
