The Philippines were a Spanish colony until the Spanish-American war. During the war Spain was defeated and the Spanish government in the Philippines fell to an insurrection. There was civil strife so the US sent in troops to restore order and set up a stable government. No doubt, the US also had an interest in a naval base and a friendly port for Pacific trade.
