When a Hindu, by name Siddhartha, founded a new religion called Buddhism about 2,500 years ago, Hindus said that it was nothing but the central part of Hinduism and is based on the central Hindu god Vishnu. Buddhists countered it saying that there is no god in Buddhism.
When Hindus started getting converted into Buddhism they felt that absence of a god made Buddhism unattractive. Therefore, they started worshipping idols of Buddha,
Thus, during the early stage of Buddhism, some Hindus and Hindus who got converted into Buddhism considered Buddha as an incarnation of Vishnu.
However, unlike other incarnations of Vishnu, Buddha is not compatible not only with other Hindu gods but also with other incarnations of Vishnu. Therefore, most Hindus don't consider Buddha as an incarnation of Vishnu.

The Buddha has always been seen as a Hindu God and the last main Avatar of Vishnu -- the Second in the Hindu Trinity. All of the Buddhist scriptures talk about the Buddha performing the most miracles of all Saviors and all Hindus refer to the Buddha as Lord Buddha.
