Because the soldiers coming from Britain need a place to eat and sleep. So, Britain created this act, which forced people to let the soldiers stay in their houses.

They created the Quartering Acts because they needed to pay off the cost of the war with France. Another reason was to show british parliment was still the boss to the colonists.
