They didn't. Think about it, how could someone sell something that wasn't wanted? What good would it do to sell something that nobody wanted? How much money could one raise that way? Thousands of people wanted indulgences or nobody would have bothered to sell them.

Perhaps it would be helpful to look at how Indulgences started.

At the time of the Crusades, going on a Crusade was considered a wonderful and holy thing. Everyone wanted to do it. But even in those days, normal life wasn't quite like that. Not everyone could go, so those that couldn't go gave money to those who were going in order to be able to contribute towards preaching the gospel and fighting against the Saracens.


So giving money as a way of taking part in something seen to be holy and good came to mean something. Even today, people who would love to work in refugee camps, for instance, but can't go themselves because of illness or work and family commitments may raise or donate money for other people to do the work that they themselves are unable to do. Its a way of taking part and people hope that they will get some credit for doing that.


So this sort of practice became the start of Indulgences. Later, as often happens, abuses crept in, and eventually the practice was officially 'cleaned up' by the Church. There are probably still occasional abuses but by and large things have changed for the better. Some ways to gain Indulgences these days are by prayer, intercession and secretly fasting and putting the cost of the food you would have eaten into the Poor Box and going on pilgrimages.

Ah, the question makes no sense. To start with the Church never sold indulgences, that would be simony, a very serious sin. Secondly, indulgences have always been "wanted".
