The Japanese people did not come to Australia in 1800. As a matter of fact, until the year 1866, it was a capital offence for Japanese people to even leave their country. When Japanese did start to migrate, around the 1880s and 1890s, many of tyem were employed as crew for Australian pearlers in the northwest. Large numbers also went to Queensland, where they worked in the sugar cane industry.
The population of northern Australia was evacuated, and a defensive line was set up based on the 'Brisbane Line'. This was an over-reaction as the Japanese had no intention (or capability) of invading Australia. However Western Australia, which was virtually undefended, told the Federal Government to either defend it or they would have to come to terms with the Japanese. Three divisions were deployed to Western Australia.
The Japanese migrated to Australia in the 1880s and 1890s. Before 1866, it was illegal for Japanese people to leave Japan. It was considered a capital offense.
Prior to 1880, it was a criminal offence for Japanese to leave their homeland. Thus, the Japanese did not begin to migrate to Australia until the 1880s, when they began to arrive as workers for the pearlers in Western Australia.

Australia had always relied upon England to come to its defence. England was the "Mother Country", the founder of Australia, and one of its chief allies. However, during World War II, England's power base was eroded with the fall of Singapore to the Japanese, and its morale eroded badly. It was busy engaging in war with Germany on the other side of the world, and defending its own turf; thus it did not have the resources to come to Australia's aid when Singapore fell to the Japanese. This is why Australia then turned to the USA.
