Question is poorly worded, but I think you are asking what it means to dissolve representative houses in a government. If that is the case, what you're referring to is the Executive power of some of the highest offices in some governments (I think The Prime Minister of Great Britain is able to do this) to dissolve the legislature. They may do this for reasons ranging from Martial Law to wanting to seize power (the latter happens a lot in South Eastern Europe and the Middle East). The leader of the government simply states that the legislature is dissolved and takes full control of the government.
