The First Irish immigrants didn't settle in Texas. They actually settled in urban areas such as New York or New Jersey and they worked in factories. At the time Ireland was having a massive potato famine and since husbands could no longer feed their families they started applying to adds they would see on the backs of news papers, they would read "Come to America the land of great opportunity, If you show up in America at this location (They would have the State, city, and address) with this add we will give you a job, money, and a place to live".
So the locals would shoot them instead.
Mexican government encouraged Americans to settle in Texas because the Mexican government hoped Americans would develop the land.
The government continued to pass laws to encourage people to settle the West, while the railroads made transportation from the east to the west faster and more convenient.
