The Romans did not develop a mixed government. They did not even have a concept of mixed government. The idea that Roman Republic had a mixed government was advanced by the Greek Historian Polybius, who based it on the political theory of the Greek philosopher Aristotle. Polybius said that Roman Republic combined elements of monarchy (the annually two consuls who were the heads of the Republic and the army and had replaced the kings), aristocracy (the senate, which was not an elected body and was composed of members of the aristocracy and former officers of state) and democracy (the popular assemblies which voted on bills and elected the officers of state). Rome developed their institutions right in her earliest days out of political expedience. Romulus selected 100 men from the leading clans of Rome at the time to seat in the senate, a royal advisory council of elders (senate comes from senex, old man). These leading clans soon developed into the aristocracy. The first popular assembly (the Comitia Curiata, assembly of the wads) was created after the death of Romulus due to popular unrest. The people complained that the senate was taking ages to choose a new king. To calm the situation, the senate promised that the people could elect the king and this assembly was created.
