Augustus was named as heir in Julius Caesar's will. He used that and his political skills to oust his largest rival, Marc Antony, after which the Senate had little choice but to place the power in his hands.
After Augustus won his civil war against Mark Antony he was in charge of the army. As a Roman put it, you don't argue with 25 legions. Augustus was also popular with the masses because he made good Propaganda use of the fact that he was the adoptive son of Julius Caesar, who had been the hero of the people.

I personally think that it was a negative rule, because the Etruscans were mean and nasty and didn't give the Romans much freedom at all. You can think of it like when you get grounded, you aren't allowed to do much of anything. It's kind of like that, but with the Romans. :)

States rights is allocation of power to the states relative to the federal government. If you give too much power to the states: They become 50 bickering despotisms If you give too much power to the federal govt: We have a dictatorship
