In 1795 and again in 1818. In 1795 after Vermont and Kentucky were admitted to the USA two more stars and two more stripes were added to the flag of the United States of America. This 15 star 15 stripe US flag lasted until 1818 when five more states were admitted. At that time the US Congress decided to revert to the original 13 alternating red and white stripes and add a star to represent each new state. The 15 star 15 stripe flag is known as the "Star Spangled Banner" the flag of our National Anthem.
The flag of the United States of America has been changed 27 times, beginning with the first flag on June 14, 1777. It had 13 stars and 13 stripes. The second flag was made official in 1795 when two more states were admitted: Vermont and Kentucky. This flag from 1795 to 1818 had 15 stars and 15 stripes. Then in 1818 the flag was changed back to 13 stripes adding a star for each new state admitted to the U.S. The remaining 23 flags were made official on July 4th at various intervals until the latest flag with 50 stars representing Hawaii statehood (August 1959) became official on July 4th 1960.
15 stars and 15 stripes to represent each state in the Union at the time. Later, when more states joined, the flag reverted to 13 stripes as they realized it would eventually end up a pink and blue flag if a stripe was added for each state.

Stars and stripes are the two designs on a USA flag.
The flag developed over time. Francis Hopkins designed the first flag for the navy in1776 and Congress has recognized him as the designer ( not Ross). When the United States began there were 13 stars, but as states were added so were stars. The last two stars were added in 1959 when Alaska and Hawaii were added.
The flag of Poland has two horizontal stripes of equal width, white above red. There are no stars.
There are no stars in the Irish flag. The Irish flag has 3 stripes of green, white and orange. Check the link below. You are thinking of the Plough and the Stars flag, which was a flag used by the Irish Citizens Army, who were a nationalist movement. It had white stars. There are two variations of it. See below.
Seven full five-pointed stars with two half stars.
In 1959 Hawaii became the last state joined to the United States, and then the star was added.
Because the flag shows of the stars over Alaska and Hawaii
The stars on the American flag represent the number of states in the Union. For that reason, the appearance of the American flag has changed many times over the years. The original flag, known as "Old Glory," displayed 13 stars to represent the original 13 states when the nation declared its independence from Great Britain in 1776. Today's flag has 50 stars because there are now 50 states. The last two stars were added in 1959, when Alaska and Hawaii joined the Union, bringing the number of states -- and the number of stars on the flag -- from 48 to the present 50. The flag has not changed since then. The stripes represent the 13 original colonies.
