The North Vietnamese began to move their regular army troops and weaponry into the South at that time. President Johnson ordered air attacks on the North to try and prevent this movement.
To make them sue for peace.
Cut off supply routes
They probably felt like most of the rest of the nation...conquer (invade) North Vietnam and use "the bomb" if necessary. The term, "the bomb" was the common phrase back in the 1950' and 1960's for "using nukes." "The bomb" was slang for "A-Bomb" which was short for "Atomic Bomb."
Yes. 1. Bomb the North into submission (bomb them back to the peace tables). 2. Search out and destroy every enemy soldier in RVN (Republic South Vietnam). Result: The enemy will either quit or all be dead.
The US used every aircraft (to include U-2's & SR-71's) in it's inventory to bomb North Vietnam into submission. To destroy Hanoi's means of conducting the war in South Vietnam and to bring North Vietnam to peaceful negotiations (peace talks).
USAF General, Curtis LeMay, who stated (referring to North Vietnam & the B-52), and President Nixon nearly did it, "...bomb them back into the stone age..."
President Johnson took the war to NORTH Vietnam with aerial warfare. We couldn't invade NORTH Vietnam (without consequences from the communist superpowers), but we could bomb it! We dropped more bombs on North Vietnam than we did in all of WW2! One must bear in mind, that a Vietnam War B-52 could carry 108 bombs. A WW2 bomber could only carry 17 bombs.
Because we weren't stupid!

The people of the United States came to feel that the war in Vietnam was unjustified. President Nixon withdrew troops and the North Vietnamese aided by China took over South Vietnam.
"Hawks" wanted to B-52 (bomb) North Vietnam "...back into the stone age", "Doves" wanted peace at any price.
No hydrogen bombs were dropped on Vietnam. No nuclear weapons of any kind were used in Vietnam.
