The US broke off relations with the Germans after World War 1 because of their atrocities committed against the French and other. They were also resentful of the deaths of their American men during World War 1. The US became an isolationist country cutting themselves off from the Europeans in general because of their problems that had nothing to do with the US. When World War 2 started they held fast to their viewpoint that the US would not fight in another war in Europe over their problems. They had no idea about the evil atrocities of the Nazi Germans. The Government officials knew about the problems with Hitler and the Nazis but the general populace of the USA did not.

It was Winston Churchill and President Roosevelt that got the American to break off their isolationist viewpoint - after Japan bombed. Pearl Harbor.
