The United States mined Haiphong harbor during the Vietnam War as part of its effort to block North Vietnamese supply routes and disrupt their ability to resupply their military forces. Mining the harbor was seen as a way to cut off the flow of supplies coming in through the port and put pressure on the North Vietnamese government.

Red China simply trucked or trained their equipment across the border; North Vietnam is their neighbor. The USSR shipped their equipment into Haiphong Harbor. Which is why Haiphong Harbor was usually OFF LIMITS to US jets (couldn't be bombed). With the exception of the aircraft and heavy artillery, the stuff was trucked down the HCM trail. Once they reached the "trail" US AC-130 Spectres (Gunships) would commence truck hunting expeditions! They would go "Truck Busting!" as they used to say it.

In May of 1972 "Operation Pocket Money" began with the mining of Haiphong Harbor. It expanded to include the ports of Thanh Hoa, Dong Hoi Vinh, Hon Gai, Quang Khe and Cam Pha as well as significant river ports before being ended with Operation Endsweep in July of 1973.

Haiphong Harbor is where the USSR unloaded their supplies of MiG21 jet fighters, SAM missiles, and PT76 light tanks, and T-54/55 medium tanks to the North Vietnamese Air Force and Army. Red China just drove their supplies of MiG17 & MiG19 jet fighters across the border into North Vietnam.
Officially "cites" weren't targeted. But Hanoi and Haiphong were the primary centers of US attention.
