The American people thought that the US should not enter into either the European war, or the war in the Pacific. After the bombing and strafing of Hawaii, the American people rose up in great anger and a declaration of war was nearly immediately declared.

The majority of the U.S, citizens did not believe that we should become involved with Europe's affairs. Since we did not realize the severity of what Hitler was doing and was planning to do, we did not think that it was neccesary to become involved. Since Hitler did not attack us, we did not want to attack him. This was the mistake that we made it World War 1, and most Americans did not want to loose millions of more men. One the Japanese attacked Pearl Harbor, almost all of America agreed that it was time to enter the war, since we had been directly attacked.

FDR could not justify American involvement in World War II to the strong isolationist forces in Congress. They viewed no direct threat to the United States until the bombing of Pearl Harbor.
