Actually they raided the hidden locations that smugglers set up shop and tried in intercept boats coming in with goods. The authority came because they were the subjects of Britain and the king and as subjects they didn't have the rights to refuse. This is one of the problems that was listed in the Declaration of Independence and why the Bill of Rights were written.
