One of the reasons is that the articles were made so that it was extremely hard to change them. They made a weak decentralized government to maintain the status quo, and for any change to be made to the articles you would need the approval of 9 out of 13 colonies.

Before the constitution was created, America was ruled by a document called the Articles of Confederation. This document was weak, most due to lack of government power. There was no president and the government could not enforce a strong army or navy. The 55 delagates elected by the people of the original colonies went to Philidelphia. Pennsylvania to revise the articles of confederation. After 17 weeks, instead of revising the articles of confederation, they made the Constitution. The colonies approved the constitution in 1788.

Why did the delegates want to write a new plan instead of making changes to the article of Confederation?

The delegates to the Constitutional Convention believed that the flaws in the Articles of Confederation were two numerous and two deep to be remedied by making superficial changes to the document. Why did some delegates at the constitutional convention want rewrite the articles of confederation?

The articles of confederation needed revising because it was not what the new founding country needed. The government could not tax. They could not control the trade between people. They also were afraid of tyranny. Which was the fear of another king. So there was no one leader. When delegates from the states met on May, 1787 in Philadelphia, Pennsylvania. They were to fix the articles. But there was no fixing. Instead, they wrote the constitution. The delegates from the states stayed confidential in the one room in Philadelphia. In the hottest months of the summer with the windows and shutters closed because they did not want to let people know about this and people get mad. Also they kept the windows closed because they did not want the flies to come in.
