Because states can have their own laws and goverment which is technically lower standard than national or federal law. But becuase states make their own laws it should be that each state should be in controll of their crops and exports. Take the recent marijuana situation lately. Federal law says marijuana is illegal yet Colorado is still growing and selling it completly legally. Thats an exapmle of farmers.
