The framers of the United States Constitution set up a system of checks and balances among the three parts of government. These were the legislative, executive and judicial branches. In this way, they hoped to prevent any of the three from having too much power.
The Articles of Confederation set up an independent government in the years before the Constitution was ratified.

The Articles of Confederation were a weak set of rules set up before the Constitution. The only successful parts of the Articles were the Land Ordinances, which divided up new land, but the Articles also provided a weak enough government that revision was necessary, leading to the creation of the Constitution.
