Well technically the Louisiana Territory was under the power of Spain during the time of the Louisiana Purchase, but was owned by France (Power transfer was still being negotiated.) Napoleon, with war imminent, a slave revolt in Haiti, low resources, and bankruptcy on the horizon, took the opportunity to sell something he thought he had no use for in order to raise funds. Napoleon Bonaparte of France sold the Louisiana Territory to the United States in 1803 for 15 million dollars, or 3 cents per acre.
Before buying the Louisiana territory, Jefferson wanted to secure access to the port of New Orleans. He feared that France, who had recently gained control of the territory from Spain, would restrict American trade along the Mississippi River. Jefferson initially sought to negotiate with France to secure this access, but when Napoleon offered to sell the entire territory, Jefferson seized the opportunity.
France was under Napolean at the time. Back then the Louisiana territory was un settled land lock that realy had no value other than New Orleans which was a big port city at the time. Napolean was at war with Europe and had other things to deal with. Basicaly, they just didn't want it.
