I have had the same problem. It seems to work ok sometimes, but not other times. I think i checked my fuse and it was blown for the horn circuit (this should also cause automatic locks to stop working also) When i put a fresh fuse in the horn worked, but the fuse blew almost immediately. I tried this a couple of times, but i got tired of the fuse blowing, so i put a higher numbered fuse in (which you aren't supposed to do, because it can start electrical fires and such). the fuse hasn't blown since, but my horn doesn't work, making that clicking sound. (I think it is the circuit 'closing' completing its loop) I think that a surge, (which the higher-numbered fuse allowed through the circuit) destroyed the wiring for my horn somehow, but still the clicking!, what gives? Well, that wasn't really an answer, but it gives you an idea of what is going on. If your 1992 Grand am doesn't have an airbag in the steering wheel, you can pull off the center section of the wheel to get to the horn components (although that didn't really do me any good, obviously)
Replace it.

I had this same problem with my 1992 town car. On mine it was a headlight switch relay that was burnt out. It cost me about $300 at a ford dealer to get it fixed.
