They didn't, they blew up what was there before the Gherkin. The Baltic Exchange. They did this to make people aware of Northern Ireland and the territorial dispute. They also did it to damage Britain's economy and kill Brits (even though a mere 2 died...they still should not be forgotten as a small number).

It backfired, and even the Provisional IRA denounced the act. The town police had been informed of the bomb by the terrorists. However, the police assumed it would be somewhere near the courthouse, at one end of the High Street. They cleared the area, but ended up directing more people into the area by the bomb, which was hidden in a car at the other end of the High Street.
