The Roman Empire had to be strong so they could invade other countries and also to enlarge the number of people in their family. They also needed a strong army so they could win battles and take their money for slaves and build better houses for the soldiers and most importantly to pay taxes to the senate,(the senate were the council) and to buy food in order to stay living. They also needed a strong army so when they conquered other countries they would be famous which means they would be obeyed, but not by everyone! Some reasons why the roman empire had to be strong is for trade, wealth, power and slaves.
