One represents the people, the other represents the nation as a whole. Before the constitution was made there was the Articles of Confederation which only had one house in the legislature. The Constitution resolved this problem by making two as stated above. Also In the Articles of Confederation, the national or federal government had little say in the states affairs, they could make laws but not enforce them. The constitution strengthened the federal government and allowed them to enforce their laws.<-- right

It really comes down the smaller states wanting more representation in the federal government. In the creation on the Constitution, delegates from larger states and those from smaller states agreed (The Great Compromise) to the creation of a two-chambered congress. One chamber (House of Representatives), favored by larger states, would give each state a number of representatives based upon the population of respective state. The second chamber (Senate), favored by smaller states, would give each state equal representation regardless of population.

The Great Compromise incorporated both plans and created the two houses of Congress.

Under the Articles of Confederation the government was "split" into a unicameral legislature, Congress. Representation was based on statehood, not population. States with higher populations protested, and under the Constitution we now have a bicameral legislature, splitting Congress into the Senate and House of Representatives. Each state gets two senators and the amount of representatives is based on population within each state.

Assuming you mean two different "houses" of Congress -

It was a great compromise between delegates who insisted that states with larger populations should have more say than states with fewer ... and the counter argument that under such rule, larger states would essentially run the country (to the exclusion of more sparsely populated states, but who would be contributing to the national coffers).

So the Senate was created so that each and every state should have the same weighted vote, and the House of Representatives would be based upon volumes of people subject to a shorter term of office holder.

News commentators, when they claim the citizenry can overthrow the government every two years, are referring to the congressional ballot of the House of Representatives!

The constitution divided power between the branches of government so no one branch had all the power. It made 2 houses in congress so each could check the other and the senate was made the upper house to provide continuity and leadership to the lower House of Representatives.
