It was made because in the attitude before the 1960's was to try to have as many children as possible. Due to this previous attitude the population grew rapidly. The government of china realized that the population would soon get out of control so they implemented the one child policy to try and combat it.

Why did the Chinese Government think the one child policy was necessary?

Short answer: Overpopulation. China has over one billion people. And although China is roughly the size of the United States, it so happens that China has a huge mountain range covering most of the country. Which means that China has very few areas where there is good soil to grow crops. If the population if China continues to grow at the rate it once did, people will starve because the land cannot produce enough food to support demand. The government also found out they were running out of water too.

Should parents remain the owners of their child's life insurance policy after the child is a legal adult and married?

There not anything "wrong" with that morally or legally, especially if they are still paying for it. Generally though a parent will hand it over to their child once they consider them responsible enough to handle it themselves.
