The book of Leviticus was written as a book of rules and laws for the people of Israel.

Answer:

"All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness..." (II Tim.3:16).

Leviticus is one part of the inspired scriptures for our instruction.

The children of Israel had just come out of 400 years [about 10 generations] of Egyptian slavery. They were utterly clueless as to how to "govern themselves" now that they were a suddenly-free nation... and God provided them with some of the laws they needed in the book called "Leviticus."

Moses grew up, virtually, as Pharaoh's "son," and had received an exceptional education as one of Egypt's privileged upper class. Part of this education was exposure to Egyptian archives of "ancient literature" that had gravitated to the world-ruling Egyptian Empire of that time. And he learned how to read and write... a skill that was destined to be put to good use in the writing of the first five books of God's Word.

Leviticus and the other four books of Moses, God also caused to be written and preserved for us in these last days, that the plan of God, His laws and His prophecies might be made known to His servants in the end time. It serves the same purpose to us as it was intended for ancient Israel:

"Gather the people together, men and women, and children, and thy stranger that is within thy gates [Gentiles], that they may hear, and that they may learn, and fear the Lord your God, and observe to do all the words of this law: and that their children, which have not known any thing, may hear, and learn to fear the Lord your God, as long as ye live in the land..." (Deut.31:12-13).

Leviticus is just one of the books of God's Word designed for the edification and development of righteous Godly character in those who believe, observe and obey the words written therein... those who fear, respect and "tremble" at His Word [Isa.66:2-5].

That's why Moses wrote Leviticus.
