I am just giving a general educated guess about though I think the reason why is that because Literature began in Europe back to the times of when Shakespeare was well known for his rich plays that involves a lot of beautiful words it develops, people started to value this way of languages to this day this is why I think Europe have a high literacy rate....I am sorry if I am wrong but I tried :)
