The other belts and pulleys you are referring to are probably the belt and pulley system that turns the engine fan. This is a completely separate system from the timing belt, which is located deeper inside the engine and maintains the even spacing and timing between the combustion within each piston/cylinder compartment. These two pulley/belt systems are in no way connected.
All Honda 4 cylinders from 2003 and up have a timing chain except the 2004 & 2005 Honda Civic which has a belt. 2006 and up Civic has a chain.
According to Honda's website the standard Civic models did not start using a timing chain until 2006 with the exception of the SI models which were a different engine and have always had a timing chain. But PRIOR to 2006 all the other civic models had timing belts (which have to be replaced to be replaced periodically).
The Accord changed from a belt to chain in 2003. The Civic changed from belt to chain in 2006. Prior to that they all had belts.

There is no timing belt. It is a timing chain. I have 130,000 miles and have not had any trouble. It will start making noise when it is time. Unlike timing belts which will break, timing chains wear out slowly.
8th generation Civics (2006-up) have timing chains. Timing chains are more durable than timing belts. Unless there is a problem timing chains never get replaced; timing belts need replacing every 60,000 miles .
timing belts on Honda and acura motors should be changed every 70,000 miles, otherwise you run the risk of the belt breaking and bending valves
