The ancient Greek world was comprised of a couple of thousand independent city-states, many of which were part of different alliances at different periods. Athens was one of them and shifted its alliances at different times to serve its own interests. It was variously allied or at war with many of the other cities - an ally of Sparta up to about 460 BCE, then increasingly at odd and then at war with Sparta. Similarly with Corinth, Thebes, Argos etc etc.
For a period after the Persian war it formed an empire out of the anti-Persian league which it had led. Defeated in the Peloponnesian War, it formed an alliance with cities it had been fighting against. An enemy of Thebes in that war, it became an ally of Thebes after the war.

You are obviously asking about ancient Athens. Well, during the years there were different allies to Athens according to what the needs required. At some point it could have been Sparta and then at another they were one against the other. Anyway, Sparta was mostly allied to Athens when it comes to matters of being commonlt threaten. Thebes and Megara were also traditional allies on account of being close to Athens. Boetians and Corinthians too for the same reason.
They fought several times, and were war allies on a number of occasions. The principal one was the Peloponnesian War 431-404 BCE, Sparta and its allies versus Athens and its empire.
