At this time, China was facing a severe internal problems . Chinese power had been declining since the 19th century. The last dynasty, the Qing Dynasty, was corrupt and ineffective . Rulers such as the Empress Dowager, Ci Xi, had fragmented the government through terror and the assassination of rivals. European powers exploited China's weakness, with countries like Germany, Russia and Britain appropriating Chinese resources. There was a serious opium problem, which was fed by the British. Even after a rebellion in 1911 that overthrew the Qing Dynasty, China was divided between groups of warlords. After several confrontations, the KMT (Nationalist Party) emerged on top in 1928. But the KMT government was just as corrupt as the warlords and the Qing Dynasty. Soldiers were conscripted and mistreated, so rates of desertion were high. Also, the KMT faced opposition from the Communist party. When Japan attacked Manchuria, the KMT offered little resistance because they were busy fighting off the Communists. When Japan attacked China in 1937, the KMT's leadership was so corrupt and ineffective, the army was so divided and the Communist threat was so large that the KMT had little it could do to stop the Japanese.
