Because the flag would be pink, white, and blue at a distance. This possibility was foreseen in 1817 when Congress was debating what to do about the five states that joined the USA since 1795 when the flag was changed to have 15-star and 15-stripes. They decided to revert to 13 stripes symbolizing the original 13 colonies that gained independence from Great Britain. A new star, to be added on the following July 4, would indicate a new state in the Union. The 20-star flag became official on July 4, 1818, and new stars have been added 24 more times since then. The last star was added on July 4, 1960, to represent Hawaii.

She didn't make the flag. This is a story her grandson made up in 1870. Congress gives credit to Francis Hopkinson who designed the flag. The first flag was made for the navy in 1776 and it was a basic British flag with stripes. The second flag had stars where the British flag had a cross.
