As a matter of fact, not one but two lifeboats did pick up people - 4 and 14.

But out of self-preservation, many people on most of the lifeboats opted not to return because of an anticipated suction of the sinking ship (which never happened) and a fear of hysterical passengers.

This was also hotly debated on more than a few boats.

The carpathis did not look for survivors in the water because anybody in the water was already dead and the only picked up the lifeboats.
