In terms of fiscal and/or social issues, a districts representative is more reflective of his districts particular views, than the overall congress may be.Another is Congress is made up of committees where all bills all business originates. Some of these committees are very powerful. House banking, House Fiance, Senate Finance, the judicial committees. When a Representative or Senator chairs or is ranking member of a powerful committee, that is a very influential position his constituents don't want to lose.Pork, federal money earmarked that goes back to the Congressman's district or state is very financially beneficial to his constituents. It means jobs, public works projects, better roads, schools, etc.
