The art of making metal shields hadn't been developed yet. They knew how to work metals for swords, small items like jewelry, cups, plates, and other things, but a shield is large and needs to withstand a powerful hit without shattering. Wood and leather would accomplish that, but not the metals they made at the time. Cost was another factor. To have a item made of metal was a privilege. That is why they were buried with metal objects.
