Why do British web servers end in dot co dot UK and not only in dot UK?

The .co is the same as a .com in the states. Each country has its own two character root domain. The United States's is .us. However, we tend not to use it but it does exist. If we were using it correctly, Wikianswer's address would be www.wiki.answers.co.us for the US version of the page. In other reference, the UK also uses .gov.UK for government sites and others in a similar manner.
